I should think that a "protest" about something over which no one has any control is better termed a "tantrum".

I don't know - but the older I get the less patience I have with people who say "someone should DO something!" when either:
a. No mortal human could do something to fix the situation
or, conversely,
b. By getting off their own (usually generously proportioned) haunches, THEY could be the someone to do that thing that needs to be done.
